- Tulare Lake Basin Water Storage District (TLBWSD) is a State Water Project (SWP) contractor located in Kings County. The proposed project is the transfer by TLBWSB of up to 2,000 acre feet of 2007 Table A water to Kern County Water Agency (KCWA) for JG Boswell Co., who farms in both TLBWSD's and KCWA's service areas. The transfer will completed in 2007, and is to enable both KCWA and TLBWSD to better manage their respective water supplies.
