- The project includes a General Plan Amendment and Rezone from Public Facilities (PF) to City Center Commercial (CC) for the entire block. the purpose of the City CC District is to provide for municipal and social services integrated with recreation, open space and commercial uses in the acknowledged physical center of the City. Under the PF zoning district, existing businesses are considered legal non-conforming uses and additional commercial use of the properties would be prohibited. In addition, if the existing buildings were damaged for any reason more than 75% of the appraised value at the time of such damage, the buildings and uses could not be reestablished with commercial uses. The CC zoning district would accommodate existing and future commercial uses and would also accommodate any future park expansion that may be determined desirable by City Council. The CC district is consistent with surrounding zoning and uses. The entire project site consists of approximately 1.47 acres of which approximately 0.36 acre remains vacant. The proposed drive-through coffee kiosk would be 476 square feet with two drive-through windows and a center walk-up window. Drive-up windows will serve vehicles entering from Shasta Dam Boulevard and also from Front Street. The project site for the coffee kiosk is approximately 7,700 square feet (0.18 acre).
