Los Angeles River Revitalization Master Plan Programmatic EIR/EIS
Description
The Permittee is proposing to construct and landscape a pedestrian trail in 1.25 miles of previously restricted Los Angeles County Flood Control District right-of-way along the North embankment of the Los Angeles River, as well as landscape the top of the South embankment. The pedestrian trail will be constructed between Owensmouth Ave and Mason Ave. The trail will include native drought-tolerant landscaping, bioswales to capture and treat surface runoff, irrigation, improved fencing, rest area amenities, and educational and interpretive signage. A prefabricated pedestrian bridge will be placed across the Brown's Creek tributary channel at Mason Ave. A pedestrian bridge will be constructed across Kelvin Channel that empties into the Los Angeles River from the south bank near De Soto Ave. The construction of the pedestrian bridges will be from the embankment. Water diversion may be requiring for bridge construction. Access to the river to construct the temporary water diversion will be from the existing invert access ramp at Owensmouth Ave or the existing invert access ramp approximately 2.5 miles downstream of Mason Ave at Reseda Blvd and Kittridge St.
