A Special Permit to Legitimatize an Existing Quasi-Public "Half-Way House" for Up to 25 People.
Description
A Special Permit to bring an existing land use violation into compliance. The applicants operate the Mountain of Mercy Mission Farm, a Division of Mission Teens, Inc., a "non-profit organization with Christ-centered residential, discipleship training programs..." to help people with life-controlling problems. This site houses adults (18+) for periods of 8 - 10 months for rehabilitation purposes. The center currently has 25 clients on-site along with several staff members. In 2003 the center processed 72 people. The buildings and uses were both established without the benefit of County Review. An SP is required because, although the use is non-profit and may be considered quasi-public under Section 314-85, HCC, the Director found that this particular use required notification of the immediate community, given the fact that the violation stemmed from community concerns. The subject parcel is 52 acres in size and all services are provided for on-site. The HCC Section 311-4 allows for review under the SP process where provisions of the zoning code are unclear.
