- The A.B. 939 Surcharge for Diversion of Non-Contract Waste would add a surcharge at all three Orange County landfills for the disposal of non-contract/self-haul wastes. The purpose of the project is to encourage businesses to transport self-haul wastes to existing recycling facilities in Orange County, and thereby increase recycling and conserve valuable landfill capacity.
