Draft-Final Removal Action Work Plan for FTIR 38 Goldstone Lake Mortar/Small Arms Range and FTIR 40 Mojave Anti-Aircraft Range National Training Center, Fort Ir
Description
The Department of Toxic Substances Control (DTSC) is proposing to approve a draft Removal Action Workplan (RAW) pursuant to authority granted under Chapter 6.8, Division 20, California Health and Safety Code (H&SC). The objective of this RAW is to excavate and dispose off-site soil contaminated with metals from FTIR-38, Goldstone Lake Mortar and Small Arms Range, and FTIR-40, Mojave Anti-Aircraft Range of the National Training Center (NTC) of Fort Irwin located in San Bernardino County. There is a possibility that munitions and explosives of concern (MEC) may also be encountered at the site. Mitigation Measures plans to address potential impacts to the Mohave Ground Squirrel (MGS) and the burrowing owl are also included in the RAW. Measures included in the project meet the substantive requirements of a take permit; therefore, a take permit is not required according to Department of Fish and Game because there are avoidance and relocation provisions in the project mitigations, project work during early MGS hibernation is permissible. The project is anticipated to take approximately two months and is expected to commence in August 2005.
