The proposed project is an update to the Housing Element (HE) of the City's Comprehensive Plan. The HE does not involve any physical change to the environment, but instead is a policy document that establishes policies and programs intended to facilitate meeting the City's housing needs as established in the state's Regional Housing Needs Assessment (RHNA) model.
