- Dalidio/San Luis Marketplace Annexation and Development Project
- Consideration of a Final Environmental Impact Report (EIR), and request to annex a 131-acre parcel into the City with development of an approximately 615,000 sf retail project known as the San Luis Marketplace. A General Plan Amendment is requested to amend the adopted Land Use Element map to match the applicant's current land use proposal. Prezoning will also be considered to provide zoning designations for sites within the annexation area which are consistent with the proposed Land Use Element map designations (C-R-PD, Retail Commercial Planned Development; O-S, Office with the Special Consideration overlay; R-3-S, Medium-High Density Residential with the Special Consideration overlay; C/OS-40, Conservation/Open Space; and AG, Agriculture). A Planning Commission Use Permit is also required to allow retail stores between 60,000 and 140,000 sf. Consistent with the proposed C-R-PD zoning, Preliminary Development Plan approval for the Marketplace component is needed. Finally, the applicant has requested entering into a Development Agreement with the City that will allow the project and required construction of an interchange at Prado Road.
