- DFG is intending to execute a Lake and Streambed Alteration Agreement pursuant to Sec. 1602 of the Fish and Game Code (SAA #1600-2008-0279-R5) to the project applicant, Southwest Wetlands Interpretive Assoc. The applicant proposes to alter the stream to continue the Tijuana River Valley Invasive Plant Control Program. Streambed Alteration Agreement #R5-2003-0019 was issued for this project but has since expired. The project involves the control of giant reed (Arundo donax), castor bean (Ricinus communis), and salt cedar (Tamarix ramosissima). The objective of the project is to enhance the native riparian, mulefat, and salt marsh habitats by removing these exotic species. The species are spread throughout over 3,600 acres of the Tijuana River Valley. The invasive species will be controlled through a combination of physical and chemical methods. In most cases, the plants will be cut and their stumps or resprouting rhizomes will be sprayed with an appropriate herbicide. Equipment used will include backpack sprayers and power sprayers, occasional use of a mower in suitable sites, ATVs and tractors (on trails), and trucks (on roads). Only the above ground portions of the exotic, invasive plants will be treated, and the soil will not be disturbed. The project will be implemented in phases. Native riparian habitats found on site include extensive willow woodlands, mulefat, scrub and salt marsh.
