Removal Action Workplan for the 32-Acre Parcel of the Former Cornfield Rail Yard
Description
The proposed Removal Action project would be implemented under the direction of the State of California Environmental Protection Agency, Department of Toxic Substances Control pursuant to Health and Safety Code Section 25355 (a)(1)(C). The removal action project proposes excavation and transport of contaminated soil to an offsite facility for treatment and disposal. The proposed remval of contaminated soil will be conducted in accordance with the methods, and procedures presented in the document entitled "Removal Action Workplan (RAW)". Approximately 2,850 cubic yards of contaminated soil, which is found predominantly in the top one and a half feet, will be excavated and transported to a state approved treatment facility in Kettleman City, California. Following the successful completion of the remoal action, excavated areas will be backfilled with clean soil. The Removal Action goals are almed at reducing concentration, such that future exposure to humans and potential ecological receptors are minimized, while at the same time reducing the potential for migration of constituents to groundwater beneath the Site. During its operational history, the former Cornfield Rail Yard was predominatyly used as a railroad maintenance yard which also provided passenger and freight rail services within the former Rail Yard. The Site is currently vacant and undeveloped. Chemicals of concern Include TPH, lead and arsenic in shallow soils at the Site.
