Amendment of Rule 4103 (Open Burning) and Rule 4106 (Prescribed and Hazard Red Burns)

Description

Amendments to Rule 4103 remove all reference to prescribed burning and hazard reduction burning from the rule. Eliminate the exemption of five previously exempt activities (burning of on-site grown vegetative material for initial right-of way clearing, open burning in agricultural operations at altitudes above 3,000 feet, agricultural burning above 5,000 feet, ditchbank and levee maintenance burning, and tumbleweed burning). Two activities (raisin tray burning on no burn days and burning of contraband) are exempted from no burn day activities. Finally, the rule stipulates that all open burning is subject to the District's burning allocation system.
