- The California Department of Fish and Game is Executing a Lake and Streambed Alteration Agreement (SAA #R5-2001-0018) pursuant to Section 1601 of the Fish and Game Code to the project applicant, City of San Diego, Environmental Services Department. The applicant proposes to alter 1500 square feet of streambed to stabilize a manufactured slope associated with a landfill closed in the mid-1960s. The slope is being undercut by stream flow of a tributary to Paradise Creek, and the previously buried solid waste is being exposed. The Operator proposes to alter 150 linear feet of the stream's bed and banks by grading a ten-foot-wide channel bottom, and then installing rip-rap, and gabion structures to stabilize the stream/manufactured slopes. The gabion structure is to be placed on the south side of the enlarged channel, and the space between the gabion and the landfill's slope will be backfilled with soil. The graded stream bottom and north bank (adjacent to Paradise Valley Road) is to be lined with rip-rap. In addition, the project includes the construction of two gunite drainage structures, one 100 feet by 2 feet and the other 100 feet by 3 feet, which will replace two gullies which now bring runoff from the top deck (the covered landfill surface) to the stream. A berm is proposed to be placed above the failing landfill slope to direct runoff into the new gunite drainage structures. The project is located in San Diego, San Diego County.
