The applicant proposes to alter the streambed by extending Bastanchury Road from the western property boundary to Fairmont Avenue and construct the Yorba Linda Heights residential development with 256.9 acres graded on-site and 17.6 acres graded off-site, impacting 2.74 acres of stream.
