Initial Study and Mitigated Negative Declaration for the Base Line Improvement Project

Description

The proposed project includes improvements to Base Line. Two stretches of Base Line: from the easternmost driveway of Highland Village Plaza to a point just west of the City Creek bridge, and from Yarnell Road to a point just east of the existing box culvert beneath Base Line (approx. 1,000 feet west of Yarnell Road), would be increased from approx. 64 feet in width to 80 feet (inclusive of curbs and gutters). The stretch of Base Line from a point just west of the bridge to a point just east of the box culvert will be improved with curb and gutter with pavement width of 69 feet. The project also includes the installation of approx. 1,312 feet of 6-foot wide sidewalk on the north side of Base Line and approx. 1,292 feet of 6-foot sidewalk on the south side of the street. A 6-foot wide dirt parkway will be constructed behind the sidewalk on the north side of Base Line. Other improvements scheduled to take place concurrent with the widening of Base Line include the reconstruction of a 48-inch in-street storm-drain which would convey runoff from residential areas to the east (this storm drain will connect to the existing box culvert); the installation of new street lights, curbs, and gutters; and the installation of a traffic signal. The storm drain will be installed in the existing roadway east of City Creek without disturbing habitat north or south of Base Line. All work to be performed within the City's existing right-of-way.
