- The project is part of a land exchange between SAWPA and Agua Mansa River Farms, which has become Inland Composting and Organic Recycling. The sale of 17 acres to is likely to result in the development of a 72-acre composting facility. SAWPA provided a 17-acre parcel, APN 260-091-078, to Agua Mansa River Farms in exchange for the 35-acre parcel, APN 260-091-022, adjacent to the RIX (Colton/San Bernardino Rapid Infiltration and Extraction Treatment) facility. In addition, Agua Mansa River Farms agreed to pay SAWPA $128,000 to fund the upgrading of the Santa Ana River levee to protect both properties from 100-year storm flows.
