The 2002-04 Regional Transportation Plan for Humboldt County is a regional transportation plan directed at achieving a coordinated and balanced regional transportation system. The systems includes, but is not to be limited to mass transportation; highway; railroad; maritime; bicycle; pedestrian; goods movement; and aviation facilities and services. The plan considers both the short-term and long-term future, and presents policy guidance to local and state officials. It includes a needs assessment, and policy, action and financial elements.
