The applicant proposes to construct a senior high school on 50 acres of a 58 acre site. The project proposes to place 4,100 cubic yards of fill in the head of Moody Canyon, and construct a detention basin causing an impact 0.01 acres to the unnamed tributary to the Tijuana River, which is subject to Section 1601.
