Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Small Outdoor commercial cannabis license. The proposed cultivation project described herein (Project) includes the cultivation of up to 10,000 square feet (SF) of outdoor mature canopy located at 811 Pelletreau Ridge Rd, Hyampom, CA, 96046 (APN: 011-280-044-000). Cultivation activities will include approximately 10,000 sq.ft. of mature canopy in (277) proposed 5'x5' boxes with a 1’ overhang within a 300'x100' outdoor area. Existing support infrastructure includes a permitted onsite groundwater well, two (2) 3,000-gallon tanks and (1) one 8'x14'container for harvest storage. Proposed project activities include the installation of mature canopy as detailed above, a 30'x90' hoop house for immature canopy, an 18'x70' immature canopy area, three (3)10'x10' sheds and three (3) 10'x12' sheds for general storage, another 10'x10' shed for ag chemical storage, a 10'x10' compost waste area and another 8'x14' container for harvest storage. There is a permitted onsite septic system that services the project's wastewater needs. Power for the project is provided by TPUD.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
