Reasons for Exemption
As reflected in more detail in the Section 15183 Consistency Checklist adopted on May 20, 2025, the Project is consistent with the development density established by the City's General Plan and as studied in the previously certified Housing Element FEIR ("FEIR"; SCH 2022040091). The Project would not have effects that: (1) would be peculiar to the project or parcel on which it is located, ( 2) were not already analyzed as significant effects in the FEIR, ( 3) are potentially significant off-site impacts and cumulative impacts not discussed in the FEIR, or (4) are previously identified significant effects, which as a result of substantial new information not known at the time the FEIR was certified, are determined to have a more severe adverse impact than discussed in the FEIR. CITY OF PLEASANTON FINDINGS (CEQA Guidelines Section 15183 Consistency Checklist) As illustrated in the 2023-2031 (6th Cycle) Housing Element Update Program EIR CEQA Guidelines Section 15183 Consistency Checklist for the Villages at the Quarry Project, in the City of Pleasanton, Alameda County, dated March 12, 2025, the proposed project is found to be in conformance with the analysis and conclusions of the previously certified Housing Element Update FEIR, and the Housing Element Update FEIR adequately anticipated and described the impacts of the proposed project. Consistent with the mandate in CEQA Guidelines Section 15183, no further environmental review is required based on the following findings: 1. The proposed project is consistent with the development density established by the General Plan policies for which an EIR was certified on January 26, 2023 (SCH No. 2022040091). 2. There are no new significant effects peculiar to the proposed project or its site that were not analyzed as significant effects in the Housing Element Update FEIR. 3. There are no new significant effects that were not previously evaluated in the Housing Element Update FEIR. 4. There are no new significant off-site or cumulative impacts that were not analyzed in the Housing Element Update FEIR. 5. There are no adverse impacts that are more severe than those previously identified in the Housing Element Update FEIR. 6. All applicable mitigation measures from the Housing Element Update FEIR have been made enforceable conditions of project approval. Conclusions No further action is required, and a Notice of Exemption can be filed indicating that the project is exempt from additional environmental review under CEQA.
