Document Description
Sentinel Peak Resources proposes to rework subject well. The rework includes installing a remedial inner liner and adding perforations within an existing zone. The existing well pads and access roads are maintained free of vegetation by mowing and chemical application. The project consists of minor site preparation, rework, and testing for each well. Temporary equipment needed for the project includes a workover rig, wireline unit, pumps, water trucks, and vehicles to transport personnel, materials, mobilize and demobilize equipment, and transport waste. No permanent facilities will be constructed. No expansion of associated facilities will be required. Waste materials will be properly disposed of as non-hazardous or hazardous waste, as appropriate, at a facility licensed to accept the waste. The rework will not increase production. Expansion of the associated facilities will not be necessary. The proposed project consists of the California Department of Conservation, Geologic Energy Management Division (CalGEM) approving 1 permit(s) for Sentinel Peak Resources to rework the well listed below, in the Inglewood Oil Field. Reasons for Exemption
The basis for CalGEM’s determination that the project is exempt from the requirements of CEQA is provided in the brief explanation below. The Operator has submitted an NOI to repair holes in Vickers 1 580 well’s casing. The Vickers 1 580 well’s casing holes could allow reservoir fluids to migrate and contaminate groundwater protected as an underground source of drinking water (USDW), as defined in CCR section 1720.1, subdivision (q). A USDW is an aquifer or part of an aquifer that is used to supply drinking water or has the potential to be used to supply drinking water in the future. CCR section 1724.10, subdivision (i)(5), requires that the Operator conduct necessary remedial work when an injection well fails a mechanical integrity test and satisfy CalGEM that the well will not damage life, health, property, or natural resources. In some instances, plugging and abandonment of the well may be necessary. In this case, repair work will include installing a cemented inner casing string. The repaired casing will prevent a potential threat to public health, safety, and the environment by preventing the migration of reservoir fluids to protected waters. Failure to complete the remedial work would be a violation of CCR section 1724.10. If this rework NOI is approved and the work performed, the well will require a two-part demonstration of mechanical integrity per CCR section 1724.10, subdivision (i). CalGEM has not issued an order to plug and abandon under PRC section 3237 because the Operator is proposing to repair the well and plugging and abandonment has not been identified as a necessary remedial measure under PRC section 3224 at this time. The Operator is actively working to bring the well into compliance, and the completion of the remedial work proposed by the Operator is designed to effectively address the threat to public health, safety, and the environment. Write a brief description of exemptions applied, including the Class and Statute consistent with the project. The categorical exemptions that apply in this case include, but are not necessarily limited to Class 1, Existing Facilities, Cal. Code Regs., tit. 14, §§ 15301, 1684.1, Class 2, Replacement or Reconstruction, Cal. Code Regs., tit. 14, § 15302, Classes 7 and 8, Actions by Regulatory Agencies for Protection of Natural Resources and the Environment, Cal. Code Regs., tit. 14, §§ 15307, 15308.
