The project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA). Pursuant to CEQA Guidelines Section 15061(b)(3), the text amendment is consistent with the land use designations for which it is applied and does not permit any new or expanded use or development. The project would establish ordinance language for future developments that would be reviewed independently for CEQA compliance. As such, it can be seen with certainty that there is no possibility that the text amendment in question may have a significant effect on the environment.
