Document Description
Central San has determined that securing long-term programmatic permits, or routine maintenance agreements, that cover multiple routine maintenance/repair/upgrade projects at different time periods will be in the best interest of Central San. These programmatic permits will describe and regulate the routine maintenance/ repair/ upgrade work with conditions to avoid potential adverse effects, saving both Central San and permitting agencies’ resources be eliminating the need to permit each maintenance project on the outfall. The duration of the long-term programmatic permits may range up to ten or more years depending on the resource agency. Additionally, provided that permit and site conditions do not drastically change, renewing these programmatic permits would be more streamlined due to reduced interagency coordination and site evaluations.

Central Contra Costa Sanitary District (Central San) operates a 3.9-mile, 72-inch reinforced concrete outfall pipeline (outfall). The outfall runs primarily underground for nearly 19,000 feet, with a submarine section approximately 1,700 feet in length. The shoreline portion of the outfall is surrounded by an unvegetated, tidal mudflat that extends approximately 1,000 feet from the shore and into Suisun Bay.

This CEQA Notice of Exemption (NOE) pertains soley to the programmatic permits and is not associated with a specific capital project. A project-specific CEQA NOE will be issued for each outfall maintenance project in the future.
