Document Description
Caltrans is proposing ADA curb ramp and pedestrian infrastructure improvements (curb ramps, sidewalks and driveways) on southbound (SB) and northbound (NB) State Route 1 (SR-1) between 7th Avenue and Ruby Street, in the City of Laguna Beach, County of Orange. Work activities include reconstruction of 57 curb ramps and 7,989 linear feet of sidewalk (including driveways), addition of Accessible Pedestrian Signal (APS) Systems and countdown heads at five signalized intersections, addition of one crosswalk with in-roadway warning lights system and flashing beacon at Camel Point Drive, relocation of 8 signal poles and 12 street light poles, construction of 5 retaining walls, modification of 8 drainage inlets, relocation of utilities, , construction of one island passageway, grinding and overlay of existing pavement, installation of a Class III bike route pavement marking between Nyes Place and 7th avenue, and replacement of impacted State regulatory and warning sign panels. The purpose of the project is to remove identified access barriers within the pedestrian path of travel and bring the facilities into compliance with Federal and State standards regarding accessibility. The need of the project is that the existing curb ramps and portions of sidewalk, including driveways along SR-1are not in compliance with the ADA Standards per Design Information Bulletin (DIB) 82-06. The total Disturbed Soil Area (DSA) is anticipated to be greater than 1.0 acre. This project has State funding, Federal funding and local funding from the City of Laguna Beach. Most work activities will occur within Caltrans Right of way, but some work will require temporary construction easements (TCEs) and permanent easements outside Caltrans right of way; and a permanent easement will be required from Aliso Beach Park on SB SR-1.
