Document Description
Caltrans is proposing improvements on State Route 1 (SR-1) between Crystal Heights Drive and the Orange/Los Angeles County Line in the cities of Newport Beach, Huntington Beach and Seal Beach. Project 1 (EA 0P680) will improve 20 intersections between post-miles 13.0/33.6 and work activities include removal/replacement of existing traffic signals, replacement of existing signage associated with traffic signal improvements, upgrading existing curb ramps to current American with Disability Act (ADA) standards, adjustment of crosswalk striping, trimming existing median island, removal of existing pedestrian push buttons on the median island, relocation/adjustment of existing drainage facilities, and addition of 4 foot bike lane refuge strip adjacent to right-turn lane. Project 2 (EA 0P590) proposes improvements between post-miles 29.9/33.7 including cold plane overlay of existing pavement, removal/replacement of 31 existing traffic signal loop detectors, upgrade existing curb ramps to current ADA standards, restripe overlay area to pre-project condition, replacement of existing Metal Beam Guard Rail (MBGR) to current Caltrans approved Midwest Guardrail system (MGS) and end treatments, removal of existing AC dike under MBGR and replace with Hot Mix Asphalt (HMA) dike, installation of new interconnect cable between Seal Beach Blvd and 12th Street/Balboa Drive. The purpose of the project is to remove and upgrade existing traffic signals system at 20 intersections, remove and replace existing curb ramps to current Caltrans standards, improve existing pavement condition between Warner Avenue and LA/OC County Line, and remove/replace existing MBGR with current MGS of current Caltrans standards. The need of the project is the existing signal systems at the 20 intersections are deteriorated over time due to weather and erosion by salt water in the area/majority of traffic signals are not utilizing high visibility light emitting diodes (LEDs), existing curb ramps along SR-1 do not conform to current Caltrans standards, cold plane and overlay of existing Warner to LA/OC County line is degraded due to distress wear and tear, and existing MBGR does not conform to current Caltrans MGS standards. The total Disturbed Soil Area (DSA) is anticipated to be greater than 1.0 acre. This project has both State and Federal funding. Most work will occur within Caltrans Right of way; however, right of way acquisition required includes temporary construction easements (TCEs) and permanent easements for highway purposes from private properties.
