The Port proposes to issue a new temporary laydown license agreement to an existing Port tenant, SQM, for tenant use of an existing warehouse space on the Port's West Complex. The area would be used for transloading, temporary storage and laydown of approved bagged fertilizer products in accordance with their existing lease. The space will be leased on a short-term monthly basis.

The proposed project would not cause any significant impacts to the environment. Section 15301 applies to this project because it involves use of an existing empty warehouse which was formerly used as storage space. In accordance with Section 15300.2, which stipulates the exceptions to CEQA categorical exemptions, the proposed project would not result in a significant cumulative impact, significant effect on the environment, or impact scenic highways, hazardous waste sites, or historical resources. Accordingly, the proposed project is exempt from the requirements of CECJA.
