Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 10/31/2024, by Jurgen Weiss. Desert Bloom Rentals Inc., applied for a Microbusiness License in an existing facility. The Proposed Project will operate a microbusiness license within an existing building at 19021 Newhall St., Palm Springs, CA 92262 (APN 666-402-002). The Project site consists of an existing one-story building, 4,777 total square feet and associated parking and landscaped areas. The Project proposes reusing the building for a cannabis cultivation facility with accessory non-volatile manufacturing, distribution, and storefront retail uses. The Project will require minor interior renovation to the existing building, but no ground disturbance or other site improvement is proposed. Water is serviced to the site by Mission Springs Water District and power is provided by Southern California Edison.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 32 Categorical Exemption Project. Class 32 Categorical Exemptions consist of infill development within urbanized areas. This class consists of environmentally benign infill projects which are consistent with local general plan and zoning requirements. This class is not intended to be applied to projects which would result in any significant traffic, noise, air quality, or water quality effects. The Project involves the use of an existing industrial building with no proposal for exterior changes or the addition of square footage. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
