The Local Agency Formation Commission has determined that this proposal is exempt (under the "Common Sense Rule") from environmental review since it does not have the potential for causing physical changes in the environment, directly or ultimately (Sections 15061 of the State Guidelines for the California Environmental Quality Act). This recommendation is based on the fact that development of the site with a single-family residence has no potential to cause a significant adverse environmental impact. Therefore, the proposal is exempt from the requirements of CEQA, as outlined in the State CEQA Guidelines, Section 15061 (b)(3).
