Document Description
The County of San Luis Obispo, Department of Airports proposes the construction of a new connector Taxiway B3 (315 feet by 50 feet) that will connect Runway 11-29 to the general aviation aircraft parking apron at the San Luis Obispo County Airport in the City of San Luis Obispo. The purpose for the construction of a new taxiway is to enhance airfield capacity and efficiency, as the new connector Taxiway B3 will allow aircraft to cross the runway from north to the south of Runway 11-29, instead of similar movements via existing Taxiway E and Taxiway M. The proposed project will further aid in aircraft movement prior to the planned realignment of Taxiway A and the geometry improvements for Taxiways E and F. The proposed project will consist of the following primary elements: 1. The construction of a connector taxiway (Taxiway B3). 2. Relocation of existing Runway 11-29 signage and pavement marking. 3. Mill and overlay pavement on Taxiway M and E. 4. Removal of 4,600 square yards of pavement comprising the blast pad at the approach end of Runway 25. 5. Regrading the Runway Safety Area to meet FAA standards. 5. Install storm drainpipe to capture and convey stormwater. 6. Update electrical infrastructure.

The project qualifies for a Categorical Exemption (Class 2 and Class 4) pursuant to CEQA Guidelines Section 15302, Replacement and Reconstruction, and Section 15304, Minor Alterations to Land, because the project consists of construction of Taxiway B3, replacement and reconstruction of several existing asphalt surfaces (e.g., pavement on Taxiway M and E and regrading of the Runway Safety Area), and the replacement, relocation, and construction of several improvements for stormwater and electrical infrastructure.
