Reasons for Exemption
The project would construct roadway improvements in order to create a new bicycle boulevard along Woolsey Street and Fulton Street to link the Ashby BART Station with the City's existing and future bicycle boulevards. None of the improvements would construct new roadways or increase the capacity of the existing roadways. The improvements would only reconfigure roadways to be more transit, bicycle, and pedestrian friendly. Therefore. the proposed project would be a minor alteration of existing public facilities involving no expansion of use. Per Section 15300.2 of the California Environmental Quality Act (CEQA) Guidelines, it has been determined that the project is not located on a hazardous waste site, would not result in a significant impact due to unusual circumstances, damage scenic resources, adversely affect a historic resource, or result in a cumulative impact. For these reasons and those stated above, the project is exempt from the provisions of CEOA.
