Document Description
The project consists of a set of actions that will amend the County of Sacramento’s (County) governing documents detailing the establishment of a new Community Planning Advisory Council (CPAC) and amend the current bylaws to include the new CPAC. The project approval includes a Resolution to establish the CPAC in the area recognized as Foothill Farms in the County’s unincorporated area in accordance with Chapter 2.36.010 of Sacramento County Code (SCC). Additionally, the proposed establishment of the new Foothill Farms CPAC will impact the North Highlands/ Foothill Farms and the Carmichael/ Old Foothill Farms CPAC area maps, which will also be amended to reflect the new Foothill Farms CPAC.

The Foothill Farms CPAC boundary begins at the intersection of Walerga Road and Antelope Road heading east to the City of Citrus Heights City boundary, then south along the City of Citrus Heights City boundary to Auburn Boulevard, then southwest on Auburn Boulevard to Manzanita Avenue, then south on Manzanita Avenue to Madison Avenue, West on Madison Avenue, then south on Garfield Avenue. Then the boundary follows Arcade Creek downstream to Winding Way and continues west to the Sacramento City boundary, then northeast on the Sacramento City boundary continuing to the centerline of Interstate 80, then northeast on Interstate 80 to a point parallel to the southern terminus of Hillsdale Boulevard, then north to the centerline of Hillsdale Boulevard, then west on Madison Avenue, then north on Jackson Street to the Union Pacific railway line. Then northeast on the railway line to the southern property line of the parcels at 4700 and 4701 Keema Avenue, then north along the eastern property line of Hillsdale Elementary School, west on Kingbird Way, north along the eastern property line of the parcels on Guthrie Street, then west along the northern property line of the parcels on Don Julio Boulevard to Walerga Road, then north on Walerga Road to the point of beginning, including the parcels adjacent to Walerga Road to the west.

Reasons for Exemption
The project will establish the formation of a new CPAC in Sacramento County. Currently there are 14 CPACs, including the Delta Citizens Municipal Advisory Council, representing the unincorporated County. The purpose of the CPACs as outlined in SCC Section 2.36.020:
• Encourage citizen participation in the planning process;
• Provide local forums to develop and propose community goals and objectives related to planning;
• Serve as a local sounding board for new proposals offered by the County;
• Assist County planning agencies and the Board in carrying out approved community plans and the County’s General Plan; and
• Advise County agencies.
The CPACs do not have approval authority for development projects. CPACs are an advisory body that were created in the unincorporated County to facilitate and encourage direct citizen participation. Therefore, it can be seen with certainty, that creation of a fifteenth CPAC would not result in an impact on the environment, and is therefore exempt from the provisions of CEQA.
