Document Description
The project consists of the following entitlements from the County of Sacramento:
1. A Large Lot Tentative Subdivision Map to create seven large lots including one single family residential lot, two multi-family lots, two commercial lots, one drainage lot, and one powerline corridor lot in the SC, RD-20, and RD-7 zones on approximately 32.5 acres, all within the Elverta Specific Plan.
2. A Tentative Subdivision Map to create 36 single family lots, one open space/ drainage lot, two powerline corridor lots, two landscape lots, and one “A Road” Lot.
3. A Rezone of 32.5 acres from 10.3 acres to 7.6 acres of RD-7, 7.8 acres to 7 acres of RD-20, and 14.4 acres of SC to 17.9 acres of LC.
4. A Minor Street Section Alternative to allow an alternative Urban Neighborhood Residential Street Standards with an increased right-of-way from 42 feet to 48 feet to accommodate a separated bike lane and on-street parking.
5. An Affordable Housing Strategy for the overall Specific Plan Area consistent with the current Affordable Housing Ordinance.
6. A Design Review to comply with the Elverta Specific Plan Chapter 8 Community Design Guidelines and the Countywide Design Guidelines.

Reasons for Exemption
The proposed project is exempt from CEQA due to its conformity with the previously approved Elverta Specific Plan. The project would be required to implement all applicable mitigation as adopted as part of the approval of the Specific Plan. The proposed project would not increase the likelihood of the project to have a significant impact on an environmental resource. The proposed project would be subject to all previously adopted conditions of approval and mitigation measures.
In reviewing the project level information provided for this project, and acting as Lead Agency, the County of Sacramento has analyzed the potential environmental impacts created by the proposed Elverta 59.5 South project and determined that the findings of CEQA Section 15162 concerning the decision not to prepare a subsequent EIR or negative declaration and the findings of California Government Code § 65457 (CEQA Guidelines Section 15182) concerning the decision to exempt the project from further CEQA review can be made in the affirmative. As supported by substantial evidence contained within this Notice of Exemption and associated consistency checklist, the Lead Agency makes the following findings:
[ X ] No substantial changes are proposed in the project which would require major revisions of the previous EIR or Mitigated Negative Declaration.
[ X ] No substantial changes have occurred with respect to the circumstances under which the project is undertaken.
[ X ] There is no new information of substantial importance which was not known and could not have been known with the exercise of due diligence at the time the previous EIR was certified as complete or the Mitigated Negative Declaration was adopted.
[ X ] Neither the proposed Project nor changed circumstances will require major revisions to the previous EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects.
[ X ] The proposed project is consistent with California Government Code § 65457 (CEQA Guidelines Section 15182 (c)), and is therefore, exempt from CEQA.
