The Project consists of replacing approximately 695 linear feet of existing storm drain lines, replacing two (2) storm drain manholes, three (3) storm drain inlets, one (1) outfall structure, one (1) lift station pump, installing filtration devices in all storm drain inlets (21 in total), and lowering an existing 0.75 acre recharge basin by three feet. The Project takes place in the unincorporated and disadvantaged community of Sultana and would improve the storm drainage system for the whole community.

Reasons for Exemption
As described above, the Project consists of constructing improvements to the existing stormwater system in the community of Sultana. This consists of expanding the system through the installation of approximately 695 linear feet of pipeline, replacing existing infrastructure, and lowering an existing basin by three feet. The proposed improvements are exempt from further environmental analysis pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15303(d) New Construction or Conversion of Small Structures because it involves a water main, sewage, electrical, gas, and other utility extension of a reasonable length. Additionally, the Project is exempt from further environmental analysis pursuant to CEQA Guidelines Section 15282(k) as the project involves the construction of a new pipeline under one mile in length [Public Resources Code Section 21080.21]. Therefore, use of CEQA Guidelines Section 15303(d) and 15282(k) are applicable and appropriate for this Project.
