Document Description
Recent winter storms caused Cayucos Pier to lose seven of its structural piles, which left approximately 15 feet of deck cantilevered off the end of the pier. One of the piles ended up in Little Cayucos Creek. The project includes the removal of 15 feet of cantilevered pier deck and rebuilding the pier’s railings to protect the public from the failing section of the pier. This work will be accomplished on the pier itself, above the water, with no pile driving. The removal of the pier pile from Little Cayucos creek was necessary to protect the public, the pier, and the biology of the creek. It was accomplished with a bulldozer outside of the creek, ocean, and wrack line under the guidance of a biologist. The removed pile was reused by the Department of Parks and Recreation.

Emergency Project
Type, Section or Code
Sec. 21080(b)(4); 15269(b)(c)
Reasons for Exemption
This project is exempt from CEQA because it involves the repair and rehabilitation of a damaged pier section that resulted from a large storm. The project includes emergency repairs to publicly owned facilities, and the repairs are necessary to maintain service essential to public health and safety. The project is also needed to mitigate further damage to the pier. The project includes short-term measures to address safety and does not include long-term repairs. Additionally, the pier is an existing facility, and the repairs will not result in the expansion of the pier. There are no unusual circumstances, and the project will not result in cumulative impacts.
