The proposed action is to approve the use of a leasehold's premises located at 2081 North Marshall Avenue, El Cajon, CA 92020 for Gillespie Field Airport's lessee Speer Hangars Owners Association (SHOA) and Comfort Communities for their Comfort Communities Client Fundraiser and Networking Event. The permit approval is restricted to activities associated with the event, including setup and cleanup. In accordance with the issued permit, authorized uses shall commence on the Effective Date as approved by County of San Diego, Airports Division.

Reasons for Exemption
Section 15301 of the State CEQA Guidelines exempts the "operation, repair,
maintenance, permitting, leasing, licensing. or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use." The key consideration in applying this exemption is whether the proposed action involves expansion of an existing or former use. The proposed action consists of approval to use premises
for a special event, utilizing existing public airport's ancillary facilities. Issuance of the permit identified above will not result in an expansion of uses of existing facilities. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15301 of CEQA Guidelines.
