Document Description
The project aims to improve public access to both private property on owned by the Feather River Land Trust and adjoining public lands administered by the US Forest Service. This will be accomplished by developing +/- 3.33 miles of pedestrian trails including +/- 2.20 miles of trails on NFS lands to allow visitors with a variety of skill levels to enjoy Genesee Valley. The project will include improvements to existing trails on FRL T property, 1.1 miles of new trail segments that connect two existing decommissioned roads that will be re-purposed and account for 1.47 miles of the proposed trails.

Reasons for Exemption
Class 4 exemption (CCR Section 15304) covers minor alterations to vegetation such as development u[ Lraib a11d day use facilities. The Feather River Resource Conservation District (FRRCD) has determined that the objective of public access improvements and the implementation activities as designed for this project will result in minor alterations to land and therefore fit within the CCR Section 15304 exemption. Additional environmental analysis was conducted by Environmental Specialists regarding proposed project effects on rare, threatened and endangered plants; threatened, endangered and special starus wildlife species; culrural resources, and hydrology/soils. The FRRCD has reviewed these reports and determined that the project's implementation will result in multiple benefi ts, including improved public access and recreational activities at the Heart K Ranch. There will be no significant adverse impacts on endangered, rare, or threatened species or their habitats. There are no hazardous materials at or around the project site. The project wil l avoid all archaeological resource sites. The project will not result in cumulatively significant impacts. The Project wil l have no significant adverse effect on the environment.
