Document Description
The project proposes a Site Development Permit (SDP) and
Coastal Development Permit (CDP) for the repair and replacement of the existing coastal access stairway. The upper four flights of stairs will consist of repairs without excavation within the exisiting footprint. The repairs to the upper area will include the repair of spaced concrete on the staircase, the removal of damaged material and the installation of nose striping on all existing steps for the upper flight of stairs. The lowest fifth flight of stairs and landing will also be replaced to ensure tread, risers, handrails and landing comply with the California Building Code, Americans with Disabilities act (ADA) and related regulations and access laws. The fifth flight will include concrete stairs, concrete stairway protection walls and handrails. The replacement and excavation of this lowest stairway will generally follow the existing footprint. The adjacent existing concrete seawall will be protected in place. The scope also includes adjacent sidewalk improvements, installation of ADA signage and replacement of portions of an existing chain link fence. The project site is located at the western terminus of Narragansett Avenue in the multiple dwelling residential (RM 2-4) Zone, and Coastal (appealable) Overlay zone.

that the project meets the categorical exemption criteria set forth In CEQA State Guidelines, Section 15301(d) (Existing Facilities) which allows for the operation, repair, maintenance, permitting, and minor alteration ofmexisting public or private structures, facilities, mechanical equipment, Involving negligible or no expansion of
existing or former use, such as repairs to the upper four stair landings, sidewalk improvements, and replacement of an existing chain link fence; Section 15302 (Replacement or Reconstruction) which allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, such as the replacement of the lowest flight of stairs and Installation of ADA signage; and where the exceptions listed In Section 15300.2 would not apply.
