Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Retail License submitted on 02/11/2025 by Taylor Bazley. The Project will consist of a cannabis retail store located at 802 N San Vicente Blvd, West Hollywood, CA 90069. The APN is 4339-019-001. It will operate out of an existing building where cannabis activities will occupy 900 SF on a lot area of 1300 SF. While the site was not previously used for cannabis-related activity, it has operated as a retail storefront for at least two decades, including tenants with similar operational footprints such as American Apparel, Rounderbum, and Mistr. These businesses maintained comparable retail hours, customer flow, and energy demands, particularly related to lighting, HVAC, and point-of-sale operations. The proposed cannabis retail use represents negligible to no expansion of the existing use from an operational and environmental standpoint. There are no additional cannabis operation activities existing or proposed on the property by any other businesses. The proposed retail operation is exclusively owned by Zen Healing Collective Corporation. The proposed project involves the operation of a commercial cannabis retail storefront only. No other cannabis activities will occur or are proposed for this site. The business will operate within the existing building and will offer adult-use and medical cannabis products for over-the-counter sale. Operations will include inventory intake, secure product storage, and retail sales in full compliance with all local and state regulations.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing industrial building with no proposal for building expansion. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity as it is zoned light industrial zoned. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
