Document Description
The Frazier Valley Roadside Burn project will eliminate vegetation along the roadway that poses a threat to life, property, and the environment. This area was selected due to the proximity to private property, traffic volume, fire history, and the ability to collaborate efforts across interested parties (Tulare County Roads, Tulare County Fire, CAL FIRE, and local landowners). The scope of this project will be the vegetation that exists alongside Frazier Valley Road from the intersection of Road 256 and Avenue 196 to the west, and the intersection of Avenue 176 and Holdridge Drive to the east. The project will include the removal of vegetation within 25 feet on either side of the road surface through broadcast burn activities. This Project includes approximately 9 miles of roadway. Existing fence lines and dozer lines will be used as boundaries for burning activities. Where existing dozer lines cannot be used, control lines will be put along the perimeter of the burn unit through the construction of handlines or the use of wet lines. Work will take place each year once annual grasses have cured enough to be receptive to fire, typically between late May to the end of the burn season.

Reasons for Exemption
This project fits under portions of California Environmental Quality Act (CEQA) Guidelines Section 15304 Class 4, Minor Alterations to Lands. As noted above, as there is an imminent fire threat, this area was selected due to the proximity to private property, traffic volume, and fire history. Further, the project is consistent with Tulare County Community Wildfire Protection Plan as well as the Tulare CAL FIRE Unit Fire Plan. Therefore, the application of CEQA Section 15304 is applicable and appropriate for this project.
Field review by CAL FIRE staff confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, populations and housing, public services, recreation, transportation/ traffic, utilities and service systems, or to wildfire. Documentation of the environmental review completed by the Department is kept on file at CAL FIRE Tulare Unit Headquarters, 1968 South Lovers Lane Visalia, CA 93292.
