Document Description
The project involves approval of a Right-of-Entry permit to use a portion of the premises of Fallbrook Airpark by San Diego Gas & Electric Company for removal of a remaining abandoned pole at the airport. The use of premises is limited to removing the remaining abandoned pole. In accordance with the issued permit, authorized uses shall commence on the Effective Date as approved by County of San Diego, Airports Division.

Reasons for Exemption
Section 15301 of the State CEQA Guidelines exempts the "operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use." The key consideration in applying this exemption is whether the proposed action involves expansion of an existing or former use. The proposed action consists of approval of the entry onto and use of airport premises for removal of existing abandoned utilities infrastructure. There are no proposed changes in use from what currently exists. The Issuance of the permit identified above will not result in an expansion of uses of existing facilities. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15301 of CEQA Guidelines.
