Section 15302(c), Class 2 Replacement or Reconstruction, consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to: Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. County Service Area 59 Deer Lodge Park Road Paving Project entails the upkeep of an already established infrastructure, with no plans for expansion beyond its current use. As such, it falls under categorical exemptions from CEQA review outlined in Section 15301(c) and Section 15302(c), as it is not expected to notably impact the environment
