Document Description
The project consists, in general, of the removal of one tree, planting of new trees, construction of raised bicycle/pedestrian protected improvements, installation of a rectangular rapid flashing beacon at the intersection of Walnut A venue and California Street, median landscaping improvements, upgrade to existing curb access ramps, placement of hot mix asphalt concrete pavement, road grinding of existing striping, and restriping of existing travel ways and bike lanes, all within the existing paved public right-of-way. Minor areas of existing landscaping may be removed to facilitate the placement of form work to reconstruct the existing sidewalk and median, but no habitat, or other biotic features or animals would be impacted by the project. Per Fremont Municipal Code (FMC) Section 18.218.010, all development projects that have the potential to adversely disturb or impact: a) special status species; b) cultural resources; and c) air quality due to construction activities such as grading, demolition, and tree and shrub removal, shall implement the adopted standard development requirements. There are no unusual circumstances relating to the project, nor any potential significant impacts that would preclude the use of a categorical exemption.

The proposed project is exempt pursuant to CEQA Guidelines Section 15301 Existing Facilities ( c ), which provides an exemption for the repair, maintenance, and minor alteration of existing public facilities, including streets, sidewalks, gutters and similar facilities, that involves negligible or no expansion of the existing use, including alterations such as the addition of bicycle lanes and pedestrian crossings and other similar alterations that do not create additional automobile lanes, as the proposed project involves repair and replacement of existing sidewalks, curbs, gutters, and similar facilities and construction of protected pedestrian and bicycle refuge areas.
