The District is amending the District Fee Rule(s) 3010, 3020, 3030, 3050, 3060,
3070, 3110, 3135, 3140, 3147, 3150, 3155, 3180, 3190, and 3901. These rules apply to any applicant that is subject to the rules. The purpose of this rule amendment project is to reduce the District's annual operating deficit by proposing an increase in fees by 8%, effective July 1, 2025 and by 8%, effective July 1, 2026 for the rules listed above.

Reasons for Exemption
The project is an amendment to District Fee Rule(s) listed above. As mentioned, the purpose of the rule amendments is to reduce the District's annual operating deficit by proposing an increase in fees. District staff concludes that there is substantial evidence in the whole record before the District that the proposed project would not cause any adverse impacts on the environment. The District finds that the project is categorically exempt per the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment (CCR §15061 (b)(3)).
