Document Description
Project Location: Kingdon Road: (Thorton Road to Neeley Road; Neeley Road to De Vries Road) Neeley Road: (Tredway Road to Kingdon Road) Royal Road: (Kingdon Road to South End). See attached Vicinity Map. Project Justification: The roadways were originally constructed as part of the Lodi Colony Tract in 1905, structural section is not available. Kingdon Road and Royal Road were chip sealed in the 2007-2008 Road Maintenance Chip Cycle. Kingdon Road, Neeley Road, and Royal Road were chip sealed in the 2017-2018 Road Maintenance Chip Cycle. The existing roadway surfaces within the project limits have significant alligator and block cracking and isolated areas of rutting, with Overall Condition Index (OCI) ratings ranging from 20-31. There are significant ponding issues at isolated locations impacting the surface as well as a failing cross drain pipe that will be replaced. Scope of Work: The project will consist of: 1. Placing 0.25 feet of Hot Mix Asphalt (HMA) Overlay on Kingdon Road (Thornton Road to De Vries Road), Neeley Road (Tredway Road to Kingdon Road), and Royal Road (South End to Kingdon Road). 2. Repairing pavement structural failure areas with full depth 0.25-0.50 feet of HMA (Type A). 3. Performing Earthwork (Miscellaneous Areas) in segments identified by Road Maintenance as ponding areas. 4. Placing four (4) Monument frames and covers as requested by the Professional Land Surveyor (PLS). 5. Placing 4-6 feet HMA driveways. 6. Replacing the 12-inch Corrugated Steel Pipe (CSP) cross drain pipe on Kingdon Road approximately 20 feet west of Royal Road. 7. Adding 12-inch CSP drain pipe across Neeley Road at the intersection of Neeley & Tredway Road, to equalize storm drain ditches on either side. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
