Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Distributor commercial cannabis license submitted on 09/18/2023 by All Season Organics, LLC. The proposed project will operate a cannabis distribution facility located at 1054 Merriam Rd, Hickman, CA, 95323 (APN 019-008-030). It will operate within an existing 21,000 SF building on a 11.04 acre lot that is used for cannabis cultivation and nursery activities. The project is located within the A-2-40 General Agriculture zone, which allows for cannabis distribution operations. The project site’s energy is provided by Turlock Irrigation District. Water is provided by an onsite domestic well that serves the residence and support structures. Due to the project site’s previous use, zoning designation, density of similar projects in the surrounding area, there is no evidence that the project will contribute to a significant cumulative impact or lead to a significant environmental impact due to unusual circumstances.

Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
