Document Description
The project consist of installation of an orthophosphate feed system at the O'Neill lntertie, which provides connectivity between the water systems of the City of Santa Cruz Water Department and Soquel Creek Water District. The City plans to install orthophosphate feed systems at all existing groundwater sources in the Live Oak area to improve distribution system water quality. The small skid-mounted system including pump and 40-gallon storage tank will be installed within the existing block house at the O'Neill lntertie. A spill containment pallet with leak detection and remote monitoring will also be installed. No expansion of capacity would result from the installation of this water quality control system.

Project involves installation of small new equipment in an existing small structure, qualifying for a Class 3 exemption. Project is also consistent with a Class 1 exemption as it is a minor alteration to a public facility with no expansion of existing use. Furthermore, the project meets none of the exception criteria for Class 3 and Class 1 exemptions including: being located in a particularly sensitive location (applicable to Class 3 only), resulting in cumulative impact from successive projects of the same type in the same place, having a reasonable possibility of a significant effect, causing damage to scenic resources within a State scenic highway, being located on a hazardous waste site, or causing a substantial change to a historical resource.
