Project Location:
State Route 132 to State Route 33; State Route 33 to Durham Ferry Road. See attached Vicinity Map.
Project Justification:
The original construction date and existing structural section is unknown. A survey map from 1939 shows Koster Road as 40-50 feet right-of-way County Road No. 437. The road has been periodically chip sealed by Road Maintenance with the most recent application occurring in 2019.
The existing pavement has a fair amount of surface cracking (block, transverse, longitudinal, alligator), and minor distortion in wheel tracks and isolated areas of structural failure.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadway 20 feet wide with 0.25 feet of Hot Mix Asphalt (HMA). No paving fabric will be used.
2. Repairing all pavement structural failure areas with full depth 0.50 feet of HMA.
3. Constructing HMA driveways and frontages 8 feet in length from edge of pavement.
4. Placing 6-foot-wide gravel shoulders on both sides: 2 feet (8% slope) and 4 feet to conform.
5. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform.
6. Professional Land Surveyor (PLS) verified monuments in the field and advised placement of two new survey monument boxes to finished grade.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
