This pilot test is to determine feasibility of Aquifer Storage and Recovery (ASR) potential to enhance resiliency of water supplies and provide information on the technical feasibility of ASR in the Santa Rosa Plain groundwater basin. The proposed ASR program involves direct recharge, storage and recovery of high-quality drinking water sourced from the City of Santa Rosa. Data from the pilot will be used to develop operational and maintenance plans for future local ASR projects.

Reasons for Exemption
The project is exempt as defined in Section 15306 of CEQA guidelines, which states that a project may be exempt from CEQA as a Class 6 exemption if it “consists of … basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded.” The proposed project is located in already developed or disturbed areas that do not contain sensitive resources. The project is also being undertaken by the Santa Rosa Plain Groundwater Sustainability Agency in fulfillment of the California Sustainable Groundwater Management Act regulatory framework. Also applicable is Section 15301(b), categorized as a Class 1 exemption because the project "consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of" an existing facility (groundwater well) owned and operated by a public utility (City of Santa Rosa Water Department).
