Reasons for Exemption
The proposed project is categorically exempt under State CEQA Guidelines Sections 15303 – New Construction or Conversion of Small Structures, and 15311 – Accessory Structures, which are Class 3 and Class 11 exemptions, respectively. Class 3 exemptions are applicable to the construction and location of a limited number of small structures. This exemption applies to the construction of the proposed 496 square foot accessory building (concessions, restrooms, and storage) and trash enclosure. Class 11 exemptions are applicable to the construction or placement of minor structures that are appurtenant to existing institutional facilities, including but not limited to small parking lots. Therefore, this exemption applies to the proposed overflow parking lot. Furthermore, the site is surrounded by urban uses; it is currently served by all required public utilities and services; and project approval would not result in any significant air quality, noise, traffic, or water quality impacts.
