Document Description
The Cudahy Los Angeles River Area Improvements ("Project") is a city-wide infrastructure and beautification project with four project sites. Los Angeles River Bike Path ("Site 1") will consist of revitalizing a portion of the Los Angeles River by rehabilitating the existing both the pedestrian and bike path along Cudahy's sphere of influence by installing new wayfinding signage, drought-tolerant landscaping, lighting, and public art such as murals. Cudahy River Park ("Site 2") will consist of the beautification of an existing public park by replacing concrete paving, removing the existing fencing, and installing new landscaping/irrigation, furnishing, wayfinding signage, and lighting. Clara Bridge Slopes ("Site 3") will consist of removing existing paving and underplanting while providing tree protection to all existing trees, installing a concrete sign with lighting, and new concrete retaining walls. Further, complete a new slurry seal on Clara Street with lane restriping, wayfinding signage on the right-of-way, and stone edging with planting and irrigation. Cudahy Gateway Landmark ("Site 4") will consist of replacing existing paving, curb ramps, and turf, and installing a
new concrete sign with planting/irrigation and lighting.

Reasons for Exemption
The Project, which consists of four project sites, is exempt from further CEQA review pursuant to Class 1 (Existing Facilities) and Class 4 (Minor Alterations to Land) Categorical Exemptions. Site 1 meets the criteria for a Class 1 exemption pursuant to Section(s) 15301(b) and (c) because the project site includes improvements to existing facilities and the reconstruction of existing facilities in the same location with the same purpose while completing maintenance to existing bicycle facilities and restoration of deteriorated or damaged structures such as retaining walls and installing new landscaping, lighting, wayfinding signage, and public art components. Site 2 meets the criteria for Class 1 exemption pursuant to Section 15301 because the project site involves the repair and improvements through the installation of new landscaping, furnishing, and wayfinding signage with no expansion of the existing use. Further, Site 2 meets the criteria for Class 4 exemption, pursuant to Section 15304, because the project includes minor alterations of land by replacing concrete paving and landscaping within a city park to remove and replace two (2) ornamental
trees. Site 3 meets the criteria for Class 1 exemption, pursuant to Section 15301(c), because the project site involves maintenance of an existing street, including slurry and re-stripping, with no creation of additional automobile lanes. Further, Site 3 meets the criteria of Class 4 exemption, pursuant to Section 15304, because the project involves minor alterations of land by removing existing sloped pavement to introduce new native and water-efficient landscaping and does not involve the removal of scenic trees. Site 4 meets the criteria of Class 4, Section 15304 because the project involves minor alterations to land, including repaving resulting in minor alterations to widths and grades, new landscaping/irrigation and does not involve the removal of scenic trees.
