Document Description
The proposed project would involve the removal and replacement of existing facility access control hardware at the Harbor Police Department Headquarters building by the San Diego Unified Port District (District) in the city of San Diego, California. Work to specifically complete the project would include: • Selective removal and salvage of door hardware as required to install a working card reader system at existing facility doors. • Provide selective demolition of walls and ceilings where surface mounted electrical and data wires need to be routed. • Provide selective demolition of site hardscape and landscape for electrical and data wires at gates to be trenched back to server and electrical rooms. • Provide wall and paint patch to match existing at locations where walls needed to be opened or cored through for new electrical and data wires. • Provide hardscape and landscape patch back to match existing at all site selective demolition. • Provide and install required electrified door hardware needed to retrofit the existing doors and frames to utilize a card reader security system. Construction of the project would occur in the Fall of 2025 and would take approximately three (3) months to complete. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the District would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.

Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to CEQA Guidelines Section 15301 (Existing Facilities), 15302 (Replacement or Reconstruction), and 15304 (Minor Alterations to Land) and Sections 3.a., 3.b., and 3.d. of the District’s Guidelines for Compliance with CEQA as identified above because it would consist of the replacement of existing facility control access hardware that would involve no expansion of use beyond that previously existing, would not result in a significant cumulative impact due to the continuation of use, would be located on the same site as the structure replaced and would have substantially the same purpose and capacity, and would result in no permanent effects on the environment or involve the removal of mature, scenic trees. Sections 3.a., 3.b., and 3.d of the District’s CEQA Guidelines are as follows: 3.a. Existing Facilities: Includes operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing, including but not limited to: (7) Existing facilities used to provide electric power, natural gas, sewerage, or other public utility service. (9) Restoration or rehabilitation of deteriorated or damaged structures, facilities or mechanical equipment to meet current standards of public health and safety or permit requirements, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood. AND/OR 3.b. Replacement or Reconstruction: Includes replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site and will have substantially the same purpose and capacity as the structure being replaced. This exemption includes, but is not limited to: (2) Replacement or reconstruction of marine terminal facilities, and marine-oriented commercial, industrial, and public and commercial recreational facilities, including buildings, piers, piles, wharves, marine ways; railroads; airport facilities, runways, taxiways, aprons, and ancillary structures to those facilities; electrical and mechanical systems and equipment; where the new structure will be on essentially the same site as the structure replaced and will have substantially the same purposed and capacity as the structure replaced. AND/OR 3.d. Minor Alterations to Land: Includes minor alterations in the condition of land, water and/or vegetation not involving removal of mature, scenic trees, including, but not limited to: (7) Minor trenching and backfilling where the surface is restored.
